Anchored by the Hydropower Sustainability Standard, the Ulu Padas Hydroelectric Project is designed to deliver clean energy while safeguarding biodiversity, supporting communities and creating lasting value for Sabah.
Climate Change Mitigation and Resilience
The Ulu Padas Hydroelectric Project is Sabah’s first low carbon hydroelectric project to be validated by the International Hydropower Association. Using the globally recognised G-Res Tool, the project’s emissions have been scientifically measured and verified to be lower than the global threshold of 100 gCO2e/kWh and the global median of 24 gCO2e/kWh.

Our community initiatives are guided by the Upper Padas Social Impact Management Plan (UPSIMP) developed in line with the Hydropower Sustainability Standard, ensuring our social performance meets Good International Industry Practice on human rights, indigenous peoples, as well as Free, Prior and Informed Consent (FPIC) principles. We ensure local communities actively participate in and benefit from our regional development through the following initiatives:
Local employment opportunities
Skills development and training
Community engagement programmes
Stakeholder consultation
Social well-being and economic participation
Sustainability Governance
Sustainability is embedded throughout the lifecycle of the Ulu Padas Hydroelectric Project. The project is aligned with the internationally recognised Hydropower Sustainability Standard (HSS), providing a robust framework to assess and manage environmental, social and governance (ESG) risks and opportunities. Through transparent stakeholder engagement, responsible environmental stewardship and continuous improvement, we are committed to delivering a project that balances energy security with positive outcomes for people and nature.
